Excellent question! Recognizing the trigger for the increase in Class 1 capacity from 50cc to 125cc was emissions control, I would guess the engines are as close as possible to being the same. With, as you suggest, ECU management to limit power and speed (Class 1 are also restricted to 30km/h)...- Kuro Neko

Check engine light/fuel injector warning on
Instead of turning off my CT125 engine with the key, I'd developed the habit of leaving in gear and dropping the side stand. Beware rapidly changing bureaucracy
Further, there's a lot of misinformation being thrown about as justifications and logic - for example, there is, and never has been any meaningful tariffs on US-made cars in Japan.
