Yep, I did the same, it is much better.
I too, lopped off the heel shifter.
I also added the shift shaft support bracket. That may help a little too.

I'm sure its a liability issue with installing the shifter, someone might sue Honda if they did not install it right and it came off while riding! Thanks, sure enough mine has the recall too, their VIN form is just janky. If you add an extra number to the VIN it shows the result for the actual VIN.
Honda Powersports phone number said that because it's a safety recall a dealership has to install it to mark it off on their documentation. Just filed a service inquiry at my nearest dealership asking how accommodating they can be since I'm well over an hour away without taking highways. Would much rather take a highway capable vehicle to stop in without the bike and trade them the old shift pedal for the new one whenever they get it.
"Parts will be available starting November 1 2021"
NHTSA also has it listed now: https://www.nhtsa.gov/vehicle/2021/HONDA/CT125#recalls
Your right, it depends on the relationship with the dealer. It is a very simple change out!depending how good a relationship you have with them makes all the difference. I've done a few recalls myself, let them bill for the repair time and they don't get to touch my bikes. win win. Did this for 2 2015 R3's, my old sv (tank seam and tach face peeled), and the fuel pump recall on the grom way back. Just depends how reasonable a service manager is and how well they trust your abilities.
