From what I've seen, Japan, Australia (now discontinued), and Korea are the markets that get passenger accomodations (exhaust heat shield scratch guard and OEM passenger pegs). New Zealand gets them by way of having imported the Australian market model and now the Japanese market model. USA, Thailand, Indonesia, and Canada do not come with the passenger accommodations.

Like most regional differences I suspect you're right that there's legal or liability reasons behind it.

I actually removed the passenger pegs from mine since I'll never use them (have another bike for passenger needs), and they weighed in at 1.9Kg, just over 4lbs, so it was a nice weight saving too.

I run what the book says, since I'm still on stock tires: 25psi front 33psi rear. I check once a month and feel/look how solid they are before every trip. Over-pressurizing leads to premature wear and potential tube failure, after all.
