I have a magnetic joe rocket slim tank bag that I use on my VStrom that should work nicely. It’s small but will hold my wallet phone and pew pew.

More/larger center rack bag is better, since I plan on using the rear rack for a dog pillion.

I saw one that I really liked. It was the Everything Base for the Tincup Pocket WP, or something very close to it. The idea was that you could add or remove the bag with the velcro attachment relatively easily. I've had velcro wear out but the idea of doing that but with rare earth magnets piqued my interest. Nice - thanks Sneaky. Lots of versatility in that WM product mounting design -- and the waterproof thing, can't help but like that! I'm looking for something with more capacity. Have one of the old WM tank bags I use on some other motorcycles and it's designed/build quite well.
Still yet come up with a best obvious solution, but in looking at various 'tunnel bags' for scooters, there are some that appear to be the right shape to fit the center rack area OK, but many don't indicate the dimensions and/or don't appear to be all that readily available state side.
Wave Products used to offer custom designed bags/cases (back packs, equipment cases, etc.). Had them design a field case once for some electronic gear and they did an great job. I may just hit 'em up, see what is might cost (if they still offer custom design).
