Using a tape measure, the horizontal dimension is 9 3/16" (+ a bit, but not enough to get you to 9 1/4"), and the vertical dimension is 3 3/8" (but only 2 9/16" to the top of the clamp bridge, but I know that isn't what you asked for in your sketch). I don't see a reason why you couldn't scoot the indicators up or down, unless they are pinned inside to the handlebars. I hope that is useful to you.
