Torque spec request

Can I please get a torque spec for 3 and 5 (in the red circle)? TIA.

FWIW. i will remove this cover and replace it with a bracket that will hold long items. Fishing poles, guns, golf clubs etc…

Both the left pivot plate nut and the 8mm flange bolt are 27 N-m.

I asked a mechanic here and his directions were
1/4 turn BEFORE it breaks.
not sure that’s correct but…
